The Pale Rakling is a rare drop from the Frenzied Plaguebearer, an enemy that has a chance to spawn and replace the normal plaguebarers that appear when you leave the spaceport of the infected planet, during the Rakghoul event.

The Pale Rakling can only be earned through the Rakghoul Event.

The Rakghoul Event is a limited-time event in SWTOR where you can earn pets among other rewards.
