Eternal Chapter weapons can be earned through the Knights of the Fallen Empire and Knights of the Eternal Throne expansion chapters. These offhand weapons come from Knights of the Fallen Empire Chapter 15 The GEMINI Deception and which specific weapon and name you get depends on your current Combat Style. You can earn these in the easiest version of the Chapters, you do not need to play Veteran or Master Mode. The Chapters just offer different-colored borders (green, blue, purple) depending on the difficulty, but three qualities have the same look.
