The Heliotropic Subteroth is a retired pet that was only obtainable as a subscriber reward in 2014 with the launch of Strongholds. I couldn't find the official news post but here is a developer video about the pet reward This pet is now available to all players through the Galactic Seasons vendor as a returning previously-retired reward.

Galactic Seasons are limited-time events that run for 5 months and cover a wide variety of activities. Vendor rewards are available all the time, but they cycle through a rotation of what's available on the vendor at any given time.
