The Mantellian Separatist Hover Turret is a rare drop from the FR3-DOM World Boss on Kessan's Landing in Ord Mantell, but it is not a direct drop from the boss - instead it is a potential reward when you open up the loot box from the Weekly quest to defeat FR3-DOM. It does not seem to be extremely rare.

Rare drops mounts can be dropped as rewards from specific enemies or specific Flashpoints or Operations... but the chance of them dropping is rare!
