The Lhosan Thunderbolt drops from the Lost Island Flashpoint. I'm unsure if it drops from Veteran Mode at all, as most players reported receiving it from Master Mode on the final boss (Doctor Lorrick)

How to Get Flashpoints Mounts

Flashpoint mounts are quite unique and can earned as random drops directly from the related Flashpoint or bought with special currency earned through the Flashpoint.
