There is a special vendor called the VIP Vendor in the upper elevator section of the center of the Republic or Imperial Fleet, up the elevator in the middle of the center cantina. To get up the elevator, you can purchase a VIP wristband for 1,000,000 credits from the nearby cantina droid on the ground floor, which will give you permission to go up the elevator. You could also purchase the Collector's Edition Vendor Access unlock which costs 2,000 Cartel Coins, can be found on the Cartel Market as an item you buy only with Cartel Coins - it can not be traded, or bought and sold on the GTN. If you buy the unlock, you also receive the VIP wristband unlock automatically. Once you have VIP lounge access, you go up the elevators in the center area of the fleet where the Cantina is to reach the VIP section where the vendor to buy these mounts is located. Do not confuse the Collector's Edition Vendor with the VIP Vendor - they have different requirements.
