This mount was possibly added to the game's files and decorations list in update 7.3.1, but it was unclear when it was meant to be released. It started eventually showing up in the Cartel Market and likely cartel packs, and can now sometimes be found on the GTN. There is also a very similar but different colored mount called the Chiss Talon Interceptor that actually exists as a retired promotion item you can now get from Galactic Seasons with Galactic Seasons Tokens.

This mount has a Mount Flourish. When you press CTRL+Z while mounted, the mount's half-circle wings change position from down to up. View Other Mounts with Flourish

How to Get Cartel Market Mounts

Cartel Market mounts originally come from the Cartel Market, either through direct sale or through random chance in Cartel Packs. Almost all Cartel Market mounts are cosmetic in nature, they give no special perks that other mounts won't also give you. Cartel Market mounts can sometimes be found for direct sale on the Cartel Market, but if it is not available there it can be purchased from other players on the GTN. If you can't find it on the Cartel Market which is run by the developers who rotate items in and out over time, and can't find it listed on the GTN which is made of listings created by players, you're looking for an item that is currently considered rare or uncommon, and you'll either need to keep checking back those two places, or try posting in the /trade chat or the Fleet General Chat that you are looking to buy one - but it will likely be very expensive if no one has one listed on the GTN already!
