The Hazardous Duelist / Force-Lord / Targeter Saberstaff can be worn at any level in the Outfitter - it's a cosmetic weapon, and has no stats attached to it.

The file name is fitted-tricksters-enzo-polesaber-7078-thumbnail.png - as far as I can tell it is identical to another weapon, so I re-used the screenshots.
