The head and boots are drops from the Alliance Supply Crates you get from completing Heroics 61-65.

The head can be acquired by turning them in to the Force Enclave Specialist on Odessen.

The boots can be acquired by turning them in to the Military Operations Specialist on Odessen.

I don’t think the wrists are visible, but listing them anyway just in case.
