Lore Entry: Only members of the Dark Council and the Minister of War possess the authority to create official Imperial awards for distinguished service. On Corellia, Darth Decimus exercised this power by establishing the Medal of Imperial Glory to recognize the heroism of his elite forces in the battle for that world. When the leader who creates a particular medal dies, that reward is officially removed from service and never offered again. Collectors of Imperial military memorabilia highly prize certain badges of honor that were only awarded to a select few individuals before their creators met an untimely demise.
