Both can be acquired from the Alliance Supply Crates you get from completing Heroics 61-65 and turning them in to the Military Advisor on Odessen.

This is my second post here! It took me a while, but I managed to get enough screenshots for this character to feel comfortable submitting.

I have an Officer outfit for this character, too – I might submit that as well.
