Flashpoint decorations have a chance from dropping from a certain Flashpoint. The Altar of Pure Light decoration is from: Flashpoint: Shrine of Silence
How correct is that drop information? We did our best to track what drops where from a large pool of player-submitted data and screenshots. You can see our Flashpoint Spreadsheet and draw your own conclusions - the data set is limited, so I did my best to summarize where this decoration might drop from, but I do not have access to the drop rates in-game.

Interpreter’s Retreat is a new area added to Voss in Star Wars: The Old Republic as part of Update 7.3. It is kind of like a daily area in that it has side quests, secret achievements, and unique cosmetic rewards, but it does not have a reputation system attached to it.
SWTOR Voss Interpreter’s Retreat Guide
The decorations are from two different sources – some are from random drops from enemies, some can simply be purchased form a vendor, while others are from achievements which can then be bought from a vendor once you have completed the achievements.
The Specialty Nutrient Vendor in the Voss Interpreter’s Retreat area sells decorations for 250 Tech Fragments plus 60,000 credits each. There are some decorations there by default, while others need to be unlocked via achievements first and show up later.
Shrine of Silence Achievements
Reward from the achievement Intentional Complications in the Shrine of Silence Flashpoint. Once the achievement is completed, Specialty Nutrient Vendor in the Voss Interpreter’s Retreat area – 500 Tech Fragments plus 150,000 credits each. This decoration is NOT at the vendor by default, it only becomes visible once you have done the achievement. Bind-on-pickup, can’t be bought/sold/traded.
