The Appearance Modification Station deco is part of the Stronghold Utility Decoration Bundle, a set of decorations that you can buy directly from the Cartel Market with Cartel Coins. All decorations from the cartel market, including the Appearance Modification Station deco, can usually be found on the Galactic Trade Network (GTN) and bought from other players with credits.
If you're looking to get an Appearance Modification Station, the easiest way to get it is to head to the Galactic Trade Network (GTN) in SWTOR and buy it with credits from another player. You can also buy the full Stronghold Utility Decoration Bundle from the cartel market or GTN, which includes this deco and a few others that match.

The Appearance Modification Station decoration can be dropped from Ultimate Cartel Packs, which are from the the Cartel Market and bought with Cartel Coins. Cartel Packs, including the Ultimate Cartel Pack, include a random selection of items from the Cartel Market. You aren't guaranteed to get an Appearance Modification Station decoration from opening a Ultimate Cartel Pack, but it is one of the few ways to get an Appearance Modification Station deco apart from buying it on the GTN from another player.
If you're looking to get a Appearance Modification Station, the easiest way to get it is to head to the Galactic Trade Network (GTN) in SWTOR and buy it with credits from another player. If it's very rare and not available for direct sale on the Cartel Market, you could try buying Cartel Packs from the GTN and hope you get it.
Some items do rotate on and off of the Cartel Market for direct sale, and may be available later in the year, while others are almost never for sale for direct purchase. There is no way to know when certain items may become available on the Cartel Market, or when they might go on sale.

To craft an Appearance Modification Station decoration, you first need to craft a Universal Prefab MK-2. You can then turn that prefab in to a vendor and get this decoration in return. You can also buy an Appearance Modification Station decoration straight from the GTN, but it's often cheaper to just buy a Universal Prefab MK-2 from the GTN and turn it in to the vendor yourself.
Crafting a Universal Prefab MK-2 from scratch to get an Appearance Modification Station isn't easy - you first need to craft four seperate other items and then combine them into a Universal Prefab MK-2. To make a Universal Prefab MK-2, you will have to craft one Industrial Prefab MK-2, one Synthetic Prefab MK-2, one Fabricator Crystal MK-2, and one Fabricator Design MK-2. You can then craft those into a Universal Prefab MK-2.
Each of your characters can only have one crafting profession - so you will need to either craft this across multiple characters, or give a friend the materials or even sometimes to craft half the prefabs and buy the other half from the GTN.

Once you have finished crafting or buying your component from the GTN, you can turn it in at the vendor in the Crafting & Crew Skills section of the Fleet.
