How to get the Assassin's Touch

The Assassin's Touch is a sniper rifle which can only be earned through completing multiple events including the Bounty Contract Week Event, the Gree Event and the Rakghoul Event and earning the currency from those events.

Very expensive! Costs 17 Rakghoul DNA Cannister (Rakghoul Event), 14 Completed Bounty Contract (Bounty Event), 11 Gray Helix Components (Gree Events) from the Ambassador in the Cartel Bazaar section of the fleet.
